Ruggie and Jack both having this admiration for Leona and wanting to see the best in him is painful in the best kind of way. Idolisation from Jack was only to be expected, considering Leona was his whole reason for coming to NRC in the first place, but Ruggie also has this - almost more so than Jack, if his dream is any indication.
The whole basis of his dream is "Prince Leona is kind and generous and amazing, he built this school with free food for everyone and improved life for the impoverished". Which tells us a lot about how he feels about Leona. On some level, Ruggie really believes that Leona would improve life in the Savannah if only he were listened to.
These two have so much faith in his abilities, that Leona could be truly great. Jack had his rose-tinted view of him shattered, but he was only so disappointed because he had such an awe of his skills. Despite everything that happened between them, Ruggie's perfect dreamworld is built around just how much positive change Leona could make in his country - Leona is specifically stated to be more popular than his brother because of this.
And Leona.... just doesn't have this kind of faith in himself. He believes nothing he does matters, because he was born second and he will be second, no matter what amazing skills he has or how many ideas he comes up with for improving the country. He doesn't want to put the effort in anymore, because it'll be too painful to fail again. Nobody ever bothers listening, so why even try?
